I don't understand your first point? We already said that if a player gets performance upgrades and is between 20-22, he can't receive an MPU. This change also isn't drastic in the slightest. We aren't saying you can use the full amount of MPUs on any 20-22 players. We are saying that you can ONLY boost a player 1 overall IF they didn't receive an upgrade. If I took Dach for example. He didn't receive a performance upgrade this season. I can use 2 MPU points on him to make him an 85 (increase of 1 overall). I can't use any more MPU's on him... I listed what I thought were the 3 things that are linked together. And tried to explain why they are linked. When PR is doing contract extensions, MPU use comes into play because once you are able to use MPU on a player, it changes how he should negotiate. It's the reason why when a GM offers a 5-6 yr contract, he will counter with a 2-3 yr contract. If you signed a 22 yr old to long term contract and didn't take MPUs into consideration, it would make a lot of 86-87 OA players on cheap contracts. It throws off the cap each year to. I listed your suggestion and suggestions from other GMs for MPU to put them in all one place. I tried to make it not confusing but it might be. It makes sense. I think it’s safe though if a player 20-22 does not receive a performance upgrade to let the GM use MPU to boost them +1 max.

It would actually be 21-22 yr olds and not 20 yr olds. MPU eligibility is based on the previous season and if a player played in the NHL as a 19 yr old and didn't get an upgrade, they should quit hockey and find a different career.
21 would be from there 20 yr old season 22 would be from there 21 yr old season
So everyone would be voting on if they want to be able to give a +1 to 21/22 yr olds if they DID NOT get an upgrade in the previous season.
